CITY CLERK (action items)
Approve Minutes: March 13, 2021
A motion to approve the Minutes was made by Councilman Waters, Councilman Wells 2nd. Motion passed.
Idaho Power Franchise Agreement ADOPTION
A motion to approve the Adoption of the Idaho Power Franchise Agreement Ordinance 2021-01 was made by Councilman Wells, Councilman Barber 2nd.
Roll Call Wells aye, Waters aye, Barber aye, Butters aye. Motion passed.
Brian J Davies, property owner, would like to combine Block 10 Lot 31 and Block 5 Lot 4 into one parcel. A motion to accept the presented lot combination was made by Councilman Wells, Councilman Barber 2nd. Motion passed.
City Clerk discussed moving the June meeting to June 26th. A motion to approve moving the June meeting to June 26th was made by Councilman Butters, Councilman Barber 2nd. Motion passed.

April Finance Report
A motion to approve the Finance Report was made by Councilman Barber, Councilman Wells 2nd. Motion passed.
Reconciliation Report – not presented at this time.
Roads are open and are 2-wheel drive ready. Blaine is a little icy. Discussed road mix.
No irrigation is on at this time.
Council discussed electrical. The siphon needs to be repaired. Discussed the work that needs to take place.
The state water master was up last month and discussed water rights. It’s not so much about how much is used but when it is used. Using last year as an example, the irrigation water would have been turned off mid-July. In the long term, state legislature may need to be involved. Fire suppression was brought up.
A fire inspector is coming up and there is a concern about the water issue that could occur later with the existing water rights.
Councilman Barber has some papers for historical. He’d like to review Ordinance 36. Would like museums to be open sometime around Memorial Day.
He also discussed the back wall of the museum and that the area is still dry.
One plot was sold. Discussed grave markers and the cemetery ordinance.
Mayor Davies talked to Carrot top Industries. It will take about 3 weeks for the flagpole to get here. It’d cost about $600 to be shipped to Placerville. He also talked about the set up of the pole and a contractor to complete the job. The install cost would be about $2,000.
Councilman Wells wanted to know if a replacement has been found for his position.
Councilman Butters discussed Idaho Power’s lines that will cause the closing of the T landing zone. There is room at the ambulance shed, with the help of Baumhoff, to have a landing zone. The ambulance is down in Idaho City because Unit 15 is in the shop. Placerville ambulance should be coming back after those repairs. Pam, Margaret, and George will run in the evenings and on weekends. They will need more drivers and EMTs. Internet will be put in at the ambulance shed for weekend helpers. Margaret can become lead EMT after more practice.
Councilman Butters had a suggestion for the park and rededicating the park for Veteran’s when the new flagpole is installed.
Councilman Wells asked about Star Ranch and area of impact.
Councilman Butters discussed changes that may be coming from IDL and the Forest Service.
