Approve Minutes: July 9, 2022 (action item)
A motion to approve the July Minutes was made by Councilmember Barber, Councilmember Wells 2nd. Motion passed.
Pavilion clean up contract (action item)
Council discussed paying someone to do the cleanup. Mayor Davies will contact an individual about the position.
Building Permits (action item)
A motion to approve the Hukill permit was made by Councilmember Barber, Councilmember Wells 2nd. Motion passed.
TREASURER’S REPORT (action items)
July Finance Report
A motion to accept the July Finance Report was made by Councilmember Wells, Councilmember Barber 2nd. Motion passed.
3rd Quarter Report
A motion to accept the 3rd Quarter Report was made by Councilmember Wells, Councilmember Butters 2nd. Motion passed.
COMPREHENSIVE PLAN Tentative (action item)
The updated plan has not been received from the attorney yet.
BUDGET HEARING (action item)
A motion to open the Budget Hearing was made by Councilmember Wells, Councilmember Butters, Motion passed. 10:28 AM
Council discussed the budget. No public comments were submitted. A motion to approve the FY Budget 2023 was made by Councilmember Wells, Councilmember Barber 2nd. Roll Call: Councilmember Wells aye, Councilmember Butters aye, Councilmember Barber aye. Motion passed.
A motion to close the hearing was made by Councilmember Barber, Councilmember Wells 2nd. Motion passed. 10:34 AM
A new irrigation line has been installed on Gibbs Circle.
Mr. Dill said there will be no other maintenance on the county roads this year.
Council discussed getting a bid for sealing the asphalt cracks.
The jail has been getting worked on and doing a good job getting things stable again. Mayor Davies wanted to thank those that are working so diligently on the museum.
Officer appointment approval (action item)
A motion to approve the Historical appointments as recommended by Mayor Davies was made by Councilmember Wells, Councilmember Barber 2nd. Motion passed.
Several monuments have been repaired. Mayor and Council were very pleased with the work. Councilmember Barber suggested sending the company a letter of appreciation.
Irrigation hookups have been installed. Councilmember Wells discussed upgrading a pump. He thinks it’s possible to get better longevity and performance from a different pump. He does not have specs on the pump or numbers at this time. A temporary pump was purchased until a better pump can be purchased and installed.
There was a question about the water in regard to Idaho Power and the effects on the fire station water.
Melissa, on behalf of the Civil War Volunteers, would like to work with the museum to bring a living history to it. She’s been working with Karen and Phoebe about doing an event on the 19th-21st. They have an historical camp. She asked about setting up in the park. Mayor and Council asked questions. Alternatives are being discussed. Their group has insurance for the events.
