Comprehensive Plan Update – waiting to hear from the attorney
Idaho Power Franchise Agreement (term)
Councilman Wells made a motion to accept the term of 25 years for the Idaho Power Franchise Agreement, Councilman Barber 2nd. Motion passed.
TREASURER’S REPORT (action items)
March Finance Report
A motion to accept the March Finance Report was made by Councilman Barber, Councilman Waters 2nd. Motion passed.
A motion to approve the Reconciliation Report was made by Councilman Butters, Councilman Barber 2nd. Motion passed.
Irrigation Billing & Wet lot issue – no action at this time
FIREWORKS (action item)
Council discussed purchasing fireworks. A motion was made by Councilman Wells to purchase $3,000 plus the $489.87 in donations, Councilman Barber 2nd. Motion passed.
Council discussed the date of the fireworks and leaving it on Saturday.
FLAG POLE update
No update. Mayor Davies will order in a couple of months.
Roads are in pretty good shape except where the county has come in and created issues. Mayor Davies thanked Clark for helping with the chains on the backhoe.
There is money coming in. Discussed repairs before the water is turned on. Councilman Wells would like to get bids to get the repair completed.
Mayor Davies and Councilman Wells have a meeting with a state water representative. There is a concern about shutting down water early. Water waste will need to be monitored more closely this summer so water is available for fire suppression throughout the winter.

There was an inquiry about purchasing a plot.
None at this time.
Clark discussed changes in creeks from Federal control to State control. He had a question about parking at the pavilion. If that land gets sold, does the city have any plans for parking for events. Is there a possibility to procure those properties so the city has parking? He would like council to think about procuring that property.
Council discussed taxes or having enough money to provide services for the city. Grants were discussed. Discussed a water system for fighting fires that won’t freeze.
