Approve Minutes: April 10, 2021
A motion to approve the Minutes was made by Councilman Waters, Councilman Butters 2nd. Motion passed.
Building permit request
A motion to approve the Building Permit for Wells was made by Councilman Butters, Councilman Waters 2nd. Motion passed.
TREASURER’S REPORT (action items)
April Finance Report (corrected)
A motion to approve the corrected April Finance Report was made by Councilman Wells, Councilman Barber 2nd. Motion passed.
May Finance Report
A motion to approve the May Finance Report was made by Councilman Waters, Councilman Wells 2nd. Motion passed.
Reconciliation Report – A motion to approve the Reconciliation Report was made by Councilman Barber, Councilman Wells 2nd. Motion passed.
Late irrigation accounts were discussed and need to be shut off.
ROADS
County roads are a bit rough. Mayor Davies has been grading the roads. He appreciates the grease gun that was purchased previously. It came in handy recently and works well. The blade adjustment ram on the grader has a hydraulic cylinder that is leaking and needs to be repaired. The grader may be down for about a month. Council discussed borrowing the rock rake in order to eliminate rocks when pulling ditches.
IRRIGATION
Councilman Wells reported that about 90% of the irrigation water is turned on. Council discussed items that need replaced/repaired. Core & Main will be here to help with a project next weekend. The pumphouse is next after that. The electrical needs to be reviewed to see if it’s working properly. An inconvenience fee was discussed for properties that cause issues. There was an issue about one of the

gauges. It needs to be replaced. Downtown irrigation will need to be shut off due to a water issue at the church. There is also a leaky valve at the fire station. Ground water is causing an issue in the drain field that needs to be repaired.
HISTORICAL
Councilman Barber discussed Ordinance 36 and forwarded it to Clark and Phoebe.
A family from California came to visit the museum since they had family (Ellis) in this area.
Cleaning days are coming up.
Clark Cassell from Historical asked the city about donating money for a grant. He wanted assurance from the city about funds. Discussed getting it on the agenda under an action item. The mason that was going to do some work has lost his partner so there may be a change for completion. The museum would like to change some of the displays but needs a safe place to store items while the changes are being made.
CEMETERY
Council discussed some headstones that need repaired.
PARK DEDICATION (action item)
Considering dedicating the park as the PLACERVILLE VETERAN’S MEMORIAL PLAZA
Councilman Butters discussed renaming the plaza. He’d like to do it with the new flag pole and before Independence Day. Council discussed volunteers that have given their time to the city and also renaming the pavilion. A motion to approve the renaming of the Plaza as the PLACERVILLE VETERAN’S MEMORIAL PLAZA was made by Councilman Butters, Councilman Wells 2nd. Motion passed.
Council discussed rebuilding the pavilion. The tentative budget was brought up.
ANNOUNCEMENTS
There will be a Fire Department open house during Memorial Day Saturday that is open to the public.
The flagpole will be ordered Monday.
Councilman Barber discussed an email about police protection.
CONSTITUENT INPUT
Clark Cassell-discussed the Dogs at Large Ordinance. Discussed state statutes listed in ordinances.
Discussed the cemetery map and having an alphabetized list posted at the cemetery.
