CITY CLERK (action items)
Approve Minutes: September 19, 2020
A motion to approve the September Minutes was made by Councilman Butters, Councilman Barber 2nd. Motion passed.
Business License Ordinance
Mayor Davies discussed the response from the City Attorney. The Comprehensive Plan needs to be updated. Mayor Davies believes the Business License Ordinance is a dead issue.
TREASURER’S REPORTS (action items)
September Bills Report
A motion to approve the Aug-September Bills Report was made by Councilman Wells, Councilman Barber 2nd. Motion approved.
October Bills Report
A motion to approve the September-October Bills Report was made by Councilman Wells, Councilman Barber 2nd. Motion passed.
There was a question regarding the Oxarc bill. There was a discussion about the fire extinguishers and having someone come up to recharge them each year.
ROADS
2 loads of gravel have been received. More street signs have been installed.
County has not replied back about the damaged culvert so it still needs repaired.
HISTORICAL
Councilman Barber reported: When the Oxarc Rep was here he asked about the 3 fire extinguishers for the Merc and the Magnolia. Councilman Barber could only find 2 and had them filled. He has not heard from the contractor about repairs.
Phoebe put in for a grant. Cleaning up around the museum and draining the area will help obtain the grant. Clark has done the cleaning and added in drainage. They would like to hold a meeting to see if there is a way to get other bids to repair the foundation. Phoebe is trying for another grant that is just for Idaho and Montana. The maximum for the first grant is $10,000 and it’s a matching grant. The Idaho-Montana grant is not a matching grant. Brian wanted to get a dumpster so we can have a place to put things for the cleanup. The museums will need to be closed up for the winter soon.
IRRIGATION
The irrigation water has been opened up and is draining. There is one valve that still needs taken care of. Councilman Wells is in the process of filling the upper pond. Irrigation is getting closed down for the season.
Councilman Wells discussed having a line from the big pond down Granite to a fire hydrant in the center of town. It could potentially be left on to give us better fire protection for the winter. He asked if this is something council would like to look into. Councilman Barber talked about a type of hydrant that could be used. There would be a cost to do the project.
CEMETERY
There is a couple that would like to purchase 3 lots. They are sending a check.
ANNOUNCEMENTS
The radio tower is going up today. The tower and the antennae are about 70’ tall. Cellular communication is still in question.
CONSTITUENT INPUT
Clark asked about the flagpole and the street signs. He also asked about the culvert. There was a question about the Idaho Power bill. He was concerned about the area where the minutes are posted and not being accessible due to appliances that are stored there.
