A motion to approve the agenda was made by Councilman Wells, Councilman Barber 2nd. Motion passed.
CITY CLERK
Approve Minutes: June 13, 2020 (action item)
A motion to approve the June 13, 2020 Minutes as corrected was made by Councilman Waters, Councilman Wells. Motion passed.
Approve Special Meeting Minutes: July 3, 2020 (action item)
A motion to approve the July 3, 2020 Minutes as corrected was made by Councilman Barber, Councilman Waters 2nd. Motion passed.
AUGUST COUNCIL MEETING DATE CHANGE (action item)
A motion to approve the date change of the August meeting to the 3rd Saturday, August 15, was made by Councilman Wells, Councilman Barber 2nd. Motion passed.
TREASURER’S REPORT
June Finance Report (action item)
A motion to approve the June Finance Report was made by Councilman Butters, Councilman Waters 2nd. Motion passed.
July bills (action item)
A motion to approve the July Finance Report was made by Councilman Wells, Councilman Barber 2nd. Motion passed.
TENTATIVE Budget 2020-2021 (action item)
Council discussed the forgone amount. It was added to the budget. Council discussed options for how the funds could be spent. A motion to approve the Tentative Budget was made by Councilman Wells. Councilman Barber 2nd. Motion passed.
BUSINESS LICENSE (action item)
A motion to move forward with drafting a Business License Ordinance was made by Councilman Barber, Councilman Wells 2nd. Motion passed.
ROADS
Signs (action item)
Council discussed speed limit signs for the county roads and the city signs. The county has access to obtaining speed limit signs.
A motion to have the mayor procure speed limit signs was made Councilman Butters, Councilman Wells 2nd. Motion passed.
IRRIGATION
Councilman Wells discussed changing out the siphon which has created some issues that need attention and repairs. Mayor Davies thanked Councilman Wells, Councilman Waters, Tim Riley, Mike Chesnut, and Dan Hawkins from Core & Main, for all their work on the system. There are more issues that still need to be taken care of. Piping replacement and electrical need to be addressed soon.
HISTORICAL
Councilman Barber suggested Clark and Phoebe discuss the Historical activities. Phoebe discussed $751 of donations that came in. Clark discussed damage and impending repairs that need to be done. Marshall Hersom discussed repairs. Repairs and funds were discussed.
Commission Appointments (action item) None at this time although there have been some people interested in being on the board.
CEMETERY
Councilman Waters has been verifying plots with records.
There is a person that needs to do some community service and is willing to rake pine needles.
ANNOUNCEMENTS
Mayor Davies discussed flag poles and prices. Council discussed options for flag poles.
Councilman Wells had a question with lining up Bledsoe Rd so it’s straighter. There are a few new street lights that have been installed.
CONSTITUENT INPUT
Clark Cassell asked about lights on the flag pole.
Phoebe Cassell asked about a contract for Marshall Hersom and him doing work on the museum.
Clark had a discussion about enforcing ordinances.
