MINUTES

PRESENT

Mayor – Brian J Davies

Council – Jim Wells, Dennis Waters, Rick Barber, George Butters

City Clerk – Julie Randolph

CALL TO ORDER  3:30 PM

ESTABLISH QUORUM  by City Clerk

PLEDGE OF ALLEGIANCE  Lead by Mayor Davies

APPROVE AGENDA (action item)  A motion to approve the Agenda was made by Councilman Wells, Councilman Waters 2^nd.  Motion passed.

FIREWORKS (action item)    

Mayor Davies asked council how they felt about the fireworks.  Each council member spoke about their thoughts.  Councilman Butters spoke first.  Councilman Waters spoke 2^nd.  Councilman Barber spoke 3^rd.  Councilman Wells spoke 4^th.  Liability of the city came up so Mayor Davies spoke about an email from the city attorney.  Mayor Davies opened up the discussion to constituents.  Several constituents spoke about keeping the fireworks.  Several constituents spoke about not having the fireworks.  Constituents offered suggestions for the maintenance of safety.  They also spoke about tradition.

Mayor Davies called for a vote.  Councilman Waters made a motion to cancel the fireworks. Councilman Wells 2^nd.  Councilman Barber and Councilman Butters denied.  Mayor Davies spoke about the difficult tie breaking decision.  He ruled in favor of keeping the fireworks.  Motion failed.
