A motion to approve the agenda was made by Councilman Meek, Councilman Arnold 2nd. Motion passed.
CITY CLERK
Approve Minutes: August 17, 2019 (action item)
A motion to approve the August Minutes was made by Councilman Wells, Councilman Waters 2nd. Motion passed.
Council meeting schedule changes (action item)
A motion to approve the Council meeting changes as presented was made by Councilman Wells, Councilman Arnold 2nd. Motion passed. Meetings will be changed to the 2nd Saturday beginning November 2019. Changes will be posted online.
TREASURER’S REPORT
August Finance Report (action item) A motion to approve the August Finance Reports as corrected was made by Councilman Waters, Councilman Wells 2nd. Motion passed.
September Finance Report (action item) There was a question about the Idaho Power bill not showing up for August. Mayor also discussed the ICRMP premium and slight increase. He has called ICRMP and clarified some of the city assets.
A motion to approve the September Finance Report was made by Councilman Meek, Councilman Wells 2nd. Motion passed.
FY 2020 Budget Hearing (action item)
A motion to approve the FY 2020 Budget was made

EBCAD Representative Melissa Potts
Spoke to the council and city about volunteering for the ambulance. They need drivers and also EMTs. There is a class coming up for EMTs mid-October. They are trying to get the ambulance going in this area. She left flyers with contact information.
ROADS
Property Line Adjustment (action item)
A motion to approve the property line adjustments contingent upon surveyors report and whatever is necessary to move the Soward road to the proposed position was made by Councilman Wells, Councilman Meek 2nd. Motion passed. There is a letter from Stephanie McKenzie, Michael Pironi, and Shane Chesnut in regard to their approval.
Equipment for sale (action item)
A bid for $4,000 was accepted by the city.
A motion to approve the $4,000 bid was made by Councilman Arnold, Councilman Wells 2nd. Motion passed.
There was a question about Idaho Power and changing the lights. It may not happen until next year.
There are a couple of culverts that need to be cleaned out before winter. There is water running across the road so some cleanup is necessary. Council discussed problem areas. Mayor Davies asked council about putting a culvert in front of the store using city pipe.
HISTORICAL
Museums are closed for the season. Painting and linseed oil has been started and should be completed today. There was a discussion about the time capsule and timing of a presentation.
IRRIGATION
Everything seems to be getting irrigated. Councilman Wells suggested to start thinking about a shut down date.
CEMETERY
Nothing at this time.
ANNOUNCEMENTS
Mayor Davies announced Idaho Road Rally is coming back to Placerville July 8-12th.
Councilman Arnold announced that he will not be seeking his council seat. He suggested George Butters
CONSTITUENT INPUT
Update from Mr. Keefer. He will be working on the jail cell and is still working on getting a flagpole. It was suggested to build a base so the pole can stand up properly.
George Butters reminded council about the fire extinguishers that can be checked today and serviced. He also mentioned a recommendation from the county to remove the burn ban but he would like to see it continued until later in the season.
