A motion to approve the Agenda was made by Councilman Arnold, Councilman Wells 2nd. Motion approved.
CITY CLERK
Approve Minutes: September 15, 2018 (action item)
A motion to approve the September Minutes was made by Councilman Wells, Councilman Cassel 2nd. Motion passed.
A motion to approve the attendance of the city clerk at the Taxpayers Conference was made by Councilman Wells, Councilman Meek 2nd. Motion passed.
TREASURER’S REPORT
October Finance Report (action item)
A motion to approve the October Finance Report was made by Councilman Wells, Councilman Arnold 2nd. Motion passed.
Contracts (action item) no action taken ROADS
Paving (action item) no action taken
The paving has been completed. The dust is noticeably less. There is one place that needs some attention. Snow plowing differences were discussed.
Council discussed the bright light on the firehouse. Council discussed having it shut down at night.
Council discussed adding speed limit signs with the new roads. Mayor Davies will speak with Bill Jones about adding the signs.
Council discussed having more pavement added so it goes to Mesplie from the current pavement and down to Yet Kee. Council discussed the bank and the one mile for the county. Council discussed having a topcoat applied to the asphalt. Mayor Davies will talk to Bill Jones about that.
IRRIGATION
Irrigation is shut off for the year. Pipes have been drained. The sprinklers need to be blown out.
Council discussed problem areas. There is still a pump that needs to be repaired. Councilman Wells would like to see pumps, when it’s time, to be replaced with the correct type of pump.
Irrigation Hook Up (action item)
A motion to approve the Irrigation hook-up upon payment was made by Councilman Arnold, Councilman Cassel 2nd. Motion passed.
Council requested that city constituents not give volunteers a hard time.
HISTORICAL
Historical has been closed up for the year. The museums have been opened per request a few times. Spring cleanup days will be scheduled. During the winter, historical will be documenting the contents of the museums.
January 1, Karla Meek will be stepping down. A new secretary/treasurer will be needed.
Repairing the ceiling and painting the buildings is a priority for Historical.
CEMETERY
A couple trees have been removed. There is still a tree that needs to be removed but has some green left so will wait for a later date.
ANNOUNCEMENTS None at this time.
CONSTITUENT INPUT
Mr. Butters discussed the sign and will seek getting it programmed to shut off at night.
Mr. Butters discussed the LEPC meeting. Bob Showalter would like to go around to the cities and discuss emergency plans. The fire department has applied for another grant. Fire bans have been rescinded. There will be prescribed burns in the area. There is a concern for a forest service burn but hoping the wetter weather will help out. Discussed fire hydrants and possibly getting a grant together.
