A motion to approve the agenda was made by Councilman Meek, Councilman Arnold 2nd. Motion passed.
CITY CLERK
Approve Minutes: August 11, 2018 (action item)
A motion to approve the August Minutes was made by Councilman Wells, Councilman Meek 2nd. Motion passed
TREASURER’S REPORT
September Finance Report (action item)
A motion to approve the September Finance Report was made by Councilman Wells, Cassel 2nd. Motion passed.
Appropriation Ordinance 2018-01 (action item)
A motion to approve the 2018-01 Appropriation Ordinance* was made by Councilman Meek, Councilman Wells 2nd. Arnold aye, Meek aye, Cassel aye, Wells aye. Motion passed.
Direct Deposit from County (action item)
A motion to approve the use of Direct Deposit from the County with the option to opt-out if necessary was made by Councilman Cassel, Councilman Wells 2nd. Motion passed.
Insurance Renewal (action item)
Council discussed the insurance policy. Councilman Wells discussed current appraisal values of the contents of the buildings. Currently the museum has no records to prove the contents of the museums. Council discussed documenting the contents.
A motion to approve the Insurance Renewal and declining the additional terrorist coverage was made by Councilman Meek, Councilman Cassel 2nd. Motion passed.
Employee vs. Contract Labor (action item)
A motion to approve the designation of Clerk/Treasurer position as Employee status and designate the Road position and Restroom Cleaning position as Contract Labor was made by Councilman Arnold, Councilman Wells 2nd. Motion passed.
A motion to adjust the Restroom Cleaning contract to $599.99 per year was made by Councilman Wells, Councilman Meek 2nd. Motion passed.
ROADS
Mayor Davies talked with Bill Jones multiple times about the road paving. Mr. Jones assured Mayor Davies that it’s better to pave in the fall. There is an overlay project on Grimes Creek Road so the machinery will be close. When they are done with that project the paving machine can be brought to Placerville. Mr. Jones quoted $12,000 to complete Placerville’s roads. Councilman Wells discussed some concerns with road conditions and making sure they don’t get torn up.
Council also discussed the road signs. They are the responsibility of the Forest Service according to Mr. Jones.
A motion to approve $6,984.67 to pave the roads was made by Councilman Arnold, Councilman Wells 2nd. Motion passed.
HISTORICAL
Councilman Arnold announced that the buildings have been closed up for the season. He discussed some improvements to the city buildings and a bid. He would like to follow up on the documenting the contents of each building and also opening up next spring with a get-together. Councilman Meek announced that Karla will be stepping down from her treasurer’s position.
IRRIGATION
Councilman Wells discussed the pumps and some improvements that need to be made. He suggested making those improvements.
A motion to approve the necessary repairs to the pumps was made by Councilman Arnold, Councilman Meek 2nd. Motion passed.
There may be a leak between the pump house and the road. Councilman Wells would like to find the leak.
Shane Chesnut, not present, asked to be hooked up to the system.
Financial Update-past due accounts
Past due accounts were discussed.
CEMETERY
Councilman Meek discussed the dead trees. He discussed hiring someone to do it or get volunteers to do it and they could have the wood. The cemetery has not been watered as much due to overgrowth concerns.
ANNOUNCEMENTS
Councilman Arnold announced the Halloween Party and bonfire to be held on October 27, 2018. People must not bring trash, metal, or non-burnable items but may contribute quality burnable materials.
CONSTITUENT INPUT
Mr. Butters said the fire house has been repainted and will repair the sign.
Mr. Waters had a question about the procedure to get a culvert installed.
