A motion to approve the Agenda was made by Councilman Meek, Councilman Wells 2nd. Motion passed.
CITY CLERK
Approve Minutes: June 15, 2019 (action item)
A motion to approve the minutes was made by Councilman Wells, Councilman Meek 2nd. Motion passed.
Property division (action item)
Stephanie McKenzie presented a picture of her property and requested an adjustment to property lines. She would like to change a property line to include access to a property. She will be combining a portion of another lot with one of her lots. She also had a question about irrigation.
A motion to approve the property adjustment was made by Councilman Wells, Councilman Meek 2nd. Motion passed.
Declarations and Petitions for Candidacy are available in City Hall. Any qualified person interested in running for council member or mayor may pick up paperwork at City Hall. A sheet explaining qualifications will also be at city hall.
TREASURER’S REPORT
July Finance Report (action item) A motion to accept the Finance Report was made by Councilman Wells, Councilman Meek 2nd. Motion passed.

3rd Quarter Report (action item)
A motion to accept the 3rd Quarter Report was made by Councilman Wells, Councilman Meek 2nd. Motion passed.
2019-2020 Tentative Budget (action item) No changes.
ROADS
George Butters presented a bid from the Fire Department to pave between the fire station and city hall. The bid is $14,000. The Fire Department would like the city to pay for half. Council discussed different options about what land belongs to the city and what belongs to the fire department. Item will be tabled until next meeting.
Councilman Wells discussed having some lot lines moved per request from a landowner. The landowner will do the survey. The purpose would be to join properties which would also put the irrigation line on city property.
HISTORICAL
Presented by Councilman Arnold. Things are going well. More volunteers are needed. Thanks to Bonne, Clark, and Phoebe. The pie sales were held out in the park during the Independence Day celebration. This seemed to work better. The pie and ice cream sales brought in $589.49.
There will be a Historical Meeting after the Council Meeting.
IRRIGATION
Presented by Councilman Wells. Everything seems to be working.
There are 6 delinquent accounts.
CEMETERY
Council discussed a plot sale to take place today.
ANNOUNCEMENTS
Idaho Power will be changing out street lights to LED.
CONSTITUENT INPUT
Lee Gotcher had a question about a house next to his and the possibility of fire. Fire Chief Butters will talk to the landowners.
Mr. Butters wanted to discuss the city flag pole. He would like to propose replacing the flag pole. He would encourage a metal flag pole due to the wooden pole having some dry rot. Council discussed options like height, concrete base, and a new pole. They can get price quotes and bring to the next meeting.
He also discussed the Alder Creek Road and the prescribed burn. It did go out of the boundary but is contained. There is information located around the area for the public.
Councilman Arnold discussed the Jimmy Moore property. Family will be up.
